The ruling revolves around a 14-inch long shoestring jerry-rigged to the cocking handle of a semiautomatic rifle. With that crude setup, the semi-auto could fire repeatedly as long as the shooter's finger remained on the trigger.
Naturally, the ATF used this to declare the shoestring a machine gun โas defined in 26 U.S.C. 5845(b).โ
